Officially called the Investing in Opportunity Act, Opportunity Zones promises to pump a massive amount of investments into America’s most impoverished communities. Opportunity Zones to be an economic development tool designed to infuse 6 trillion dollars. CEO to CEO ROUNDTABLE AND HOLIDAY NETWORKING SOIREE: Moving Forward

Join Green Building Worldwide for a special CEO to CEO Roundtable and Holiday Networking Soiree designed for Minority and Women Owned Business Enterprises to be held on Thursday, December 13, 2018 from 5:30 to 7:30pm. Procurement opportunities for MWBEs with different organizations across the City and outlying New York State counties, a 54 billion dollar pool, will be shared. The challenges and barriers MWBEs face in procuring contracts will also be openly discussed. Please be sure to register, seats are limited.

 

In the recent disparity study it was confirmed that MWBEs in the New York Metropolitan area are still underutilized with a disparity index of 7.78; where properly utilized firms are statistically valued at around 100. MWBEs represent over 50 percent of all available vendors in the marketplace, and yet suffer a substantial disparity in the marketplace. According to this disparity study, MWBES were awarded slightly over 5 billion out of the total 54 plus billion of the total awarded contracts.

 

Featured guests will be agencies charged with increasing MWBE participation and MWBEs who have successfully navigated the procurement process.

New York City Economic Development Corporation  

New York City Economic Development Corporation, NYCEDC, promotes critical infrastructure and economic growth across the five boroughs of New York City. It is the official economic development corporation of NYC, charged with using City assets to drive growth, create jobs, and improve quality of life. 

 

New York City Housing Department of Preservation and Development

Established in 1978, the New York City Department of Housing Preservation and Development HPD, is the largest municipal housing preservation and development agency in the nation. 

The agency's mission is to promote the quality and affordability of the city's housing and the strength and diversity of its many neighborhoods. HPD is responsible for carrying out Housing New York,  Mayor Bill de Blasio's initiative to build or preserve 300,000 affordable homes by 2026. HPD is leading the Mayor's charge, in partnership with over 13 sister agencies, advocates, developers, tenants, community organizations, elected officials, and financial institutions.

 

The New York City Department of City Planning

The Department of City Planning, DCP, is NYCs primary land use agency and is instrumental in designing the City’s physical and socioeconomic framework. NYCEDC administers the payment of these funds, which must be used to help underwrite the costs of capital projects that provide the City with a public benefit. 

 

City planning lies at the nexus of many disciplines. It blends theoretical insights from the social sciences and natural sciences with urban, planning, and design concepts.

 

The New York City Department of Design and Construction

To manage the NYC 15 billion dollar portfolio, DDC partners with other City agencies, architects and consultants, whose experience bring efficient, innovative, and environmentally conscious design and construction strategies to city projects. DDC is the primary capital construction project manager for the City of New York. DDCs client agencies which consist of the Department of Transportation, and the Department of Environmental Protection, furnish the planning and funding for these projects. It is their job to provide the highest standard of engineering design and construction management required for successful delivery.  New York City has the most extensive network of streets, water mains, and storm and sewers. DDC work does not stop at buildings, they also design and improve vital infrastructure.

  • 421A, Affordable New York

421A

The 421-a Tax Incentive program is a partial real estate tax exemption for the new construction of multi-family rental housing. Buildings in a defined “Geographic Exclusion Area” are not eligible for the program unless they receive governmental assistance and/or agree to keep 20 percent of the units affordable to low-income households. The tax benefit is a construction period exemption, plus a post-construction exemption of varying lengths from the increase in real estate taxes resulting from the work.  The 421-a benefits vary depending on factors such as location, method of construction and if requirements for affordable housing have been met. 

Design Build

Design-build is a method of project delivery in which one entity – the design-build team – works under a single contract with the project owner to provide design and construction services. One entity, one contract, one unified flow of work from initial concept through completion – thereby re-integrating the roles of designer and constructor. Design-build is an alternative to the traditional design-bid-build project delivery method. Under the latter approach, design and construction services are split into separate entities, separate contracts, separate work. Across the country and around the world, design-build successfully delivers both horizontal and vertical construction projects with superior results – no matter what the project type.

Mandatory Inclusionary Housing

Mandatory Inclusionary Housing (MIH) is a zoning tool developed by the Department of City Planning and the Department of Housing Preservation and Development, which requires developers to include affordable housing in areas that are rezoned to allow for more housing development.

Zoning for Quality and Affordability

This represents one of the most significant updates to the Zoning Resolution in decades. Zoning establishes limits on the use, size, and shape of buildings, with numerous zoning districts mapped in the city’s diverse neighborhoods to reflect their varying density and character. These limits help give shape to neighborhoods and predictability to their future. But sometimes they also have unintended consequences, discouraging the very types of outcomes they were intended to encourage. ZQA addresses several ways in which these regulations, drafted a generation ago, have in practice discouraged the affordability and quality of recent buildings.
